DC: updated version of cec actor

  • change needed to ETS6 workflow an new version requires equilibrium IDS as input;
  • supports b.c. that are functions of time, temperature, density, energy and particle flux

BS: what to do with negative rho_tor and rho_tor_norms?

  • JF will chase down how this happens

DC: used the "fusion" fipy transport actor to setup a case for the ETS-5 and then compared the results (compare.pdf)
